If you do decide to get an after market cooler check your CPU on pcpart picker for compatible coolers I run an after market corsair h100i water block which has my idle temps between 25-30 C and a max temp of 45 C under heavy useage.
The Windows Power Settings is set to "Balanced" and I've confirmed the CPU speeds drop when not in use. Though, the CPU utilisation and the fans speed increased than that was before. The system is not configured properly if the CPU cannot run at full load during a stress test and stay under 75C indefinitely including the hottest day (highest ambient room temperature) of the year, let alone the lesser load of gaming.
