ENVIRONMENT Against the strong opposition of Western Canada, Quebec, and most of the Atlantic provinces, the opposition parties, and leading newspapers, Trudeau pushed ahead his scheme for a new constitution which would be the last act of the United Kingdom Parliament to affect Canada.
